Consumables such as food, drinks, cosmetics and medicines qualify between 5,000 and 500,000 yen before tax. A passport is required.

For purchases from November 1, 2026, Japan uses a refund method. Shoppers pay the tax-inclusive price and receive the consumption-tax equivalent after customs confirms at departure that the goods are being taken out of Japan. The minimum remains 5,000 yen before tax per shop per day. Check the participating-shop list and procedure before buying.

Location

Sapporo Stellar Place is one of JR Tower’s two shopping centers, alongside APIA. It occupies the south side of the JR Sapporo Station building, with Daimaru Sapporo on its west side and the JR Tower high-rise on its east side. ESTA, previously located farther east, closed in 2023 for the North 5 West 1-West 2 redevelopment.
